The BCCI debated IPL mega auction retention rules with franchises, including the possibility of more retentions or RTM cards, but no decision was made.
The BCCI is yet to decide on the player retention rules for the upcoming IPL mega auction ahead of the 2025 season. Currently, the format allows teams to retain three players and use a Right to Match (RTM) card for one more. However, there are discussions about increasing the number of retentions.
Some franchises are happy with the existing 3+1 rule, arguing that mega auctions are an important aspect of the IPL and excessive retentions would make them irrelevant. They believe auctions create excitement and contribute to the league’s success.
“Increasing retentions to say six or eight and then also having RTMs will make auctions a useless exercise. Auctions have added to the beauty of the IPL, and giving it lesser importance will not help in keeping the league in good health,” says a veteran team official, as quoted by News18.
According to the report, a contrasting viewpoint came from teams that struggled to build a loyal fan base due to frequent player movement. They suggested a system similar to European football leagues, with drafts and transfer windows, but acknowledged the unlikelihood of such a drastic change in the IPL’s current structure.

The Kolkata Knight Riders CEO offered a unique suggestion: granting 8 RTM cards per team. This would allow players to fetch their market value while giving teams a chance to buy them back. However, this approach could also disrupt auction dynamics.
Teams that invest heavily in scouting and player development advocate for more retention. They argued that even underperforming teams like the Punjab Kings have identified core players they want to retain.
The BCCI’s meeting with team owners to discuss the retention rules and the controversial “Impact Player” rule, which many feel favours batters, has been postponed indefinitely. Both issues are expected to be reviewed after the T20 World Cup.
